**Phase 2 — Production (TASK-001 to TASK-009)**
- TASK-001 (Employee Handbook) is the most complex and time-intensive deliverable; it must be produced after reading the three prior deliverables
- TASK-002 through TASK-009 are largely independent of each other; all draw from the same reference data
- No production task depends on another production task completing first
**Phase 3 — Coherence Verification (TASK-010)**
- Performed after all 9 production tasks are complete
- Developer reads all 9 produced documents and runs 9 specific checks
- All results documented in results.md

After the Developer completes the run, the reviewer should verify:

- [ ] TASK-010 coherence check: all 9 checks have PASS or FLAG status in results.md
- [ ] No FLAGs have been silently resolved
- [ ] Employee Handbook has a table of contents and all 8 policy sections
- [ ] All 4 job descriptions have correct compensation, employment type, and exempt/non-exempt classification
- [ ] Both offer letter templates have at-will language and all placeholder fields in [BRACKETS]
- [ ] Onboarding checklist has all 5 phases and references Gusto and Square for Retail
- [ ] Product Knowledge Guide covers all 8 product categories and all 10 named franchises
